Introduction

On April 26, 2018, a significant HAZMAT incident occurred in the industrial district of Děčín, Czech Republic, at the Chemotex chemical plant. The event was triggered by a technical failure during the transfer of phenol (carbolic acid) from a transport cistern to a stationary storage tank. Phenol is a highly toxic, corrosive, and systemic poison that is rapidly absorbed through the skin, mucous membranes, and respiratory tract. Even small areas of dermal exposure can lead to severe systemic toxicity, targeting the central nervous system, liver, and kidneys.

Methodology

This study is based on an analysis of publicly available incident reports from the Fire and Rescue Service of the Czech Republic and media documentation of the emergency response. The evaluation incorporates general principles of hazardous material response and decontamination protocols relevant to phenol exposure.

Results

The rupture of a transfer hose resulted in the immediate release of a significant volume of liquid phenol. The incident resulted in 15 casualties among plant personnel and logistics staff. Two individuals suffered critical chemical burns and systemic poisoning, requiring immediate stabilization and air-evacuation to specialized burn centers in Prague.

Emergency responders established a three-tier zoning system (hot, warm, and cold zones) and deployed a large-scale decontamination station. Water curtains were used to mitigate the atmospheric spread of toxic vapours, while liquid runoff was successfully contained within the plant's emergency drainage system, preventing a catastrophic discharge into the nearby Elbe River. In total, 10 fire units and specialized chemical reconnaissance teams were deployed for more than 12 hours.

Discussion

This case confirms the necessity of regular inspections of technical equipment and the importance of robust emergency plans in facilities handling toxic substances near populated areas. The successful containment of liquid runoff within the plant's drainage system was critical in preventing a major environmental disaster. The rapid air-evacuation of critically injured personnel to specialized burn centers underscores the importance of pre-established medical evacuation protocols in HAZMAT incidents.
